dirty/clean water

i am ice fishing the missouri river by williston this year and have noticed more dirty water than usual. when u drill a hole sometimes it comes out like chocolate milk and than u move over say 10 feet and it comes out clean.  any ideas what might cause this.

Pretty sure its the ice.  Sand or dirt on top or in the ice...after a few minutes the holes usually clean up.
