I was already aware of this (I testified on behalf of this bill) but I thought I'd pass on the email I got from the NRA:

North Dakota Park Carry Bill Unanimously Passes Senate!

The Bill will Now Head to the Governor for His Consideration!

On Tuesday, March 17, the North Dakota Senate unanimously passed House Bill 1389, without any amendments.  HB 1389 will now be considered by Governor John Hoeven (R), whose signature is required for final approval.
HB 1389, sponsored by State Representative Karen Karls (R-35), would allow all concealed carry permit holders to carry their firearm in state parks. While the U.S. Department of the Interior recently changed its regulations to permit persons with concealed handgun licenses to possess and carry a firearm in National Parks and Wildlife Refuges, current North Dakota law prohibits permit holders from carrying in state parks.  If signed by the Governor, HB 1389 would correct this problem and enable permit holders to carry a concealed firearm for self-defense in state parks.

Does it specify state parks or is it all public parks like stated in the century code?

The bill was actually amended in a house subcommittee so it doesn't include all public parks, just state and national parks. I really argued against such an amendment but there were numerous people from various city park departments at the hearing and they were all screaming bloody murder. Bunch of BS.
