10,000 Minot Residents Evacuated: Souris River Holding Us Hostage

The Souris River here in Minot rose to very threatening levels in the last two days and the Mayor ordered a mandatory evacuation.  I, with help from family and friends, moved all my family and belongings to a safe location. We are now living with my mother. The river crested and is now on the decline.  Area residents are eager to move back in, but what caused this whole thing was a rain event...not the reservoirs releasing at full cubic feet per second (CFS).

The Lake Darling Reservoir has been holding back water to alleviate the flooding potential here in Minot, but they have no choice now but to release at higher levels in order to lower the reservoir.  The reservoir is very close to becoming uncontrollable. Allowing water to spill over the spillway is not a good thing because it then becomes uncontrollable.  They must keep the reservoir at levels several feet below spillway in order to ensure public safety downstream.

My point is, that we cannot move back in to our homes until the Lake Darling has been lowered at least two feet.  People need to understand this and wait, or they will be moving all of their belongings out once again. Or worse, think that they can chance it and hope the dikes hold once again.  I myself am going to just wait to move everything back in. It has only been two days.  Once people have been out of their homes for more than a week, they will start to seriously think about moving back in.  If the reservoir is not drawn down to a safe level by that time, people should still should not attempt to do so.  The river level means nothing.  The reservoir level means everything.

If we have another significant rain event in the near future, It will become very very bad once again.  If the lake is lowered 2 feet then a rain event can be handled much easier by holding back water from Lake Darling to make sure Minot does not get into the same predicament we are in right now.  It is going to be unsafe because of rain water runoff threats of the future, and the there is still a lot of water standing out there on the farmland that has not even reached the river yet.  The future is very unknown to the Corps of Engineers and the City of Minot.  DO NOT BE FOOLED.

Stizo I feel your pain and just know that God is with you and your fam.

Just be as patient as you possibly can. After the first couple days like you mentioned, it makes it very hard on a person and you need to dig really deep to find that Randy Couture "will".

FYI The Salvation Army has donated food, clothing, and even gas vouchers for my wife, daughter, and myself. I can give you a contact person if you'd like, pm me.

I find myself donating more to them come Christmas time, now that they've given us so much. That's the other thing, don't be afraid to ask for help. Family, friends, etc.

Thanks Josh, we are doing great like skeeterguy said. Meals and socks are never a problem at Mom's house.  We just have to get through the next couple weeks of not living with our own comforts of home. My mom's place is a brand new 2 bedroom condo.  My daughter sleeps with Grandma, and my son sleeps on the couch.  Not too bad.  Lots of people are sleeping in gymnasiums in one big group...man that has gotta blow.  I feel for these guys who have no friends or family to stay with.

Couture is my favorite.

Hang in their Stizo, only by a little good fortune was Minot spared a very large disaster over the past couple days.  Things will still be dicey for a while as you have noted, there simply is no water storage available upstream of Minot at this point.  Any really heavy rains centered over the coulees for the next several days would again send water to stages seen this week.

Personally, I think all those dams known as bridges that are under water in town helped create the lower than expected stages at Broadway Bridge, but the river was within a few inches of topping the dike in some places. 

Never thought I would say this, but ND could use a good drought right now.  Let's say, one that starts out by DL and extends into central MT and Saskatchewan!

Been 7 full days now and I am still not moving in yet.  We have been taking advantage of no furniture and cleaning carpets and such.  Still going to wait till at least this weekend before moving anything heavy.

stizo, from what i've heard you might be in this mode for a couple/few more weeks.  sherwood is at a near-record flow, and that all goes into the Darling dam; while efforts have been made to create some storage there by releasing higher flows, that'll be eaten up by the higher flows into it... which means they'll release even higher flows in the coming weeks and Minot might be back at the levels we were before.  throw in a rain or two, as predictedly higher levels of precipitation will occur, and we are in for a long wet summer.

Its insane what Sherwood is doing again.  Thank goodness Minot could get back on the dikes because if that stuff out west sets up and dumps in the Des Lacs and the Souris it is going to be maxing us out again.

It is very difficult to understand why Minot chooses to take dikes down while the Sherwood gage is going up to a new high for the year. Strange at best, especially considering the full condition of the Canadian reservoirs and Lake Darling. Not prudent at all !!! It is just a major mess waiting to happen right in front of our city leaders and with their guidance. We expect and deserve better from them.

They don't know what the hell they are doing.  Seems a little wreckless and or wasteful to me.  They come in and screw with people's property and then turn around and leave. Them building these dikes is fine with me, but don't screw with my property unless you mean it.  They are going to tear stuff up and then leave it looking like the moon. My property value is going to drop, but my property taxes will remain the same.  They came in and assessed my place after I made improvements and jacked the taxes up sky high.  Now they want to come in and tear it all up.  They better lower my taxes by at least a grand.

I am not quite following?  What dikes have they took down?  I do know that they took down some secondary dikes but people must understand these secondary dikes are just that...secondary.  Minot would much rather fight the flood at the primary dikes.  The ONLY reason they started building secondary dikes is because in all reality many thought the fight was going to be lost at the primary dikes.  It then became a game of logisitics and there were winners and losers to that.

Most everyone in the city of Minot or others outside the city protected by a primary dike are winners.

I understand taking down some of the secondary dikes since the city was able to get onto the primary dikes to build them up and make them more structurally sound.  We can thank high winds and also the fact the river has channeled out itself allowing for the water levels to remain lower than projected.

The secondary dikes were major infrastructure challenges as well as traffic bottlenecks.  As long as the primary dikes are able to function I see no reason the secondary shouldn't be allowed to be taken down.  Some I see remain up.  Obviously, those they feel are still necessary.

Good news is the Des Lacs isn't going to get roaring.  At least from this last horrah of rain.   Sounds like heavy rain possible Sunday-Tuesday.  That would be the time Sherwood water would really start showing up if Darling is able to hold back some of the water.

no, Tim, think it is as you described. Secondary dikes were started, then that changed to bolstering up primary as the weather allowed (rain made it too greasy to work on those at first, so they went into a more drastic mode). the primarys are bolstered but some 'critical infrastructure' diking went on, such as the schools and so on.  I know people near the path of water/dikes had lots of activity going on, and i suspect Stizo's property was scarred (there should be some help in restoring that after this passes, no?).  of course it is easier to look back at it all today in hindsight, but given the choices at the time i'd rather help pay for seeding lawns and such than having entire neighborhoods wiped out.

the dikes were designed to contain about 5,000cfs, and they were bolstered to about 9,000 in a very short time, if i'm not mistaken.  here's close to the peak of what we experienced: 
06/01 07:00am 1554.02ft 8.36kcfs

i think that is pretty impressive.
